Annual Governance Assurance

Each year the Council must publish an Annual Governance Statement (AGS) to report on the effectiveness of its governance and internal control arrangements. The Council Code on Corporate Governance is here together with last year's AGS here.

Guidance on Completing This Form

This form asks you about your assurance level on the following subjects:

  • General - Corporate Governance, Policies, and Procedures
  • Risk Management
  • Performance Management
  • Finance & Financial Management
  • Legislation
  • Human Resources (HR)
  • Procurement & Contract Management
  • ICT & Information Governance
  • Health & Safety
  • Business Continuity
  • Property & Security

In addition there are questions on the following subjects:

  • Internal Service Reviews
  • External Inspections
  • Other Governance Issues

You're asked to submit comments on your assurance level and any actions you have in place to address any issues. You have 10 minutes to complete each page (this cannot be changed unfortunately); if you think this may not be enough time then you may wish to write your comments and actions in Word or Notepad and then copy & paste the text into the form.

Assured
Controls are adequate and effective but further actions may be appropriate or underway to ensure continuous improvement, greater efficiency or control.

Partially Assured
The risks are mitigated to a great extent, but improvements are still required in some areas to meet management and regulatory requirements or to improve efficiency.

Not Adequately Assured
Some significant improvements in controls are required either to the design of the controls or their operations.
